Police who were part of a robbery intervention detail observed 21-year-old Antonio Vance commit a traffic infraction in a Mercedes at about 11 PM. Also in the car were 16-year-old Jean Pierre Moises and an unknown number of other people.
When they tried to pull him over, Vance sped off. The cops gave chase, and Vance collided with another car just a quarter-mile away.
Vance and the 16-year-old bolted from the wreck; the police nabbed them both nearby.

Vance’s other passengers got out, guns drawn, and approached the driver they had just crashed into. He pulled his own handgun, firing at them.
They scattered. One man was hit in the arm. It’s unclear what happened to the others.
Police took Vance and Moises into custody, and they found the man who’d been shot a few blocks away. He got a free ride to the hospital and was in stable condition.
The neighbors heard it all happen close by. “I heard a bang and later shortly after some gunshots,” said Anthony Manacapilli.
Deborah Daniels said, “It was terrifying because I’ve never heard gunshots that close, and I was thinking, ‘OK, the worst case scenario of maybe they’re gonna come inside this house.’”
A third neighbor heard the crash, then gunshots getting closer, and knocked on Dad’s door. Dad’s advice: “I hear you. I hear you. Just get down. Just lay down.”
We often think about the Good Guy with a Gun, and how he, she, or the others involved in the incident must feel — but the whole community is affected, either immediately or in the aftermath.
Officials said the victim wouldn’t face charges.
